Orange Masks can only be converted with the Earthquake power. Unless you have a TON of villagers you won't have it until you've already solved all the puzzles. I like to use old people to distract the orange masks because they flee slowly and the Orange Mask will chase them until they get to the safe place, which can take the elders a while.
